I'm struggling with a data sample that is not in tabular format - empty rows or rows where not all fields are filled according to the tabular headers (some empty cells, then some scattered data, then empty rows, then a range of correctly filled in rows. Sample attached.
Could you please give me an advice how to convert it to tabular format?

Thanks for sharing some sample data. However, you haven't given us the 'after' view that you want to achieve. do you just want to delete all rows that don't contain a valid ticket ID? Can I assume that ticket ID's are always a numeric value e.g. 'tr3' wouldn't be valid?
If so, I've attached a file using Power Query to remove the non-compliant rows.
