I have tables A and B, hope to have a output like C by Power Query, please your help.

Hello,
If you are interested to learn then I do recommend Mynda's Power Query course, it is well worth the time and money you spend to learn the basics and more.
Your table layout for Table B is wrong, it should be as Table A.
I see no query in your file, please specify what you need help with.
