I am not 100% sure what you are after as your drop downs are for description and Origin but the yellow fields mention IGST, CST & CGST which are part of the origin.

So i have gone with a 2 way look based on the drop downs

=INDEX($D$3:$F$16,MATCH($I$8,$B$3:$B$16,0),MATCH($I$9,$D$2:$F$2,0))
