P$4 and G$4 references are locked to row 4, if you copy the formula down will still look into row 4, maybe this is the problem? If so, remove the $ to unlock row references.

You still have the $ (P$4), so you formula will always reference That cell no matter how far you copy the formula down.
Try doing as Catalin suggested and remove the $ (make it P4 instead of P$4)

My corrected formula =E$2*B3+(1-E$2)*C3, the sheet is as mentioned below, I want to fill the result at cells C5,C10,C14,C17,C20,C24 .
I tried =IF(B5="","",E$2*B3+(1-E$2)*C3) this formula and many others but no luck, can you think of any thing please
