Hi
is it possible to have a picture as the background of a cell and still be able to write text over the top of that image?

Hi Jim,
Not using the new picture in cell feature. With this you can store a picture in a cell, but not also store text over the top.
The only other option you have is to place the picture in the background of the worksheet: Page layout tab > Background.
