Calculated Field

I have a pivot table with columns labeled 2016 and 2017 showing results for these two years.  I'm trying to create a calculated field to show the percentage change from 2016 to 2017.  I'm using the formula:

=IFERROR(('2017'-'2016')/'2016',"")

However, when the 2016 value is blank, I still get a #Value! error. 

Please tell me what I'm doing wrong.  Thanks in advance for your help.
