I am creating a dashboard for Project Budget in the attached sheet and seeking help to write or script which can calculate the figures for Planned to Date+Actual of the current month in cell C28 for each category. E.g. Labour, Materials, Plant & Equipment and Subcontractor.

Welcome to our forum. Thanks for sharing your file. Please clarify your question. You mention cell C28, but I don't know what sheet this is on and it's not clear looking at the sheets which one you mean. I suspect you mean a different cell.
You say 'planned to date...' but how do we know what date? Is it today's date, or a date you specify somewhere in the 'Dashboard' sheet.
I suspect you need some kind of SUMIFS function that sums a range of cells based on this date criteria. See this tutorial before replying here as it may answer your question.
