I presume the solution for above exercise is based on the row label content in each pivot table being similar.
What will the approach be if the actual pivot refers to BEER 400 000 and budget pivot refers LAGER 450 000 causing row label data to differ.
How will I ensure that both row labels are included in the manual chart solution showing BEER and LAGER.

To answer your question, yes this technique relies on both tables having the same categories. If you have inconsistent categories then you have a few options:
1. Use Power Query to consolidate the data from the two tables into one and then you can use a regular PivotTable
2. Import the data into Power Pivot with an additional dimension table for the categories, then you can use a Power Pivot PivotTable
3. Manually create a list of the categories that include the items from both tables and use XLOOKUP or VLOOKUP to bring in the relevant values.
