I would like to create a chart looking like in the attachment

Kind of - see file attached!
You can create a scatter chart using the price and brand position values. Set the axes to start at 1. Then if you have Excel 2013 or later you can add labels using 'Values from cells' and reference the brand names.
Hide the markers, grid lines and axis labels.
Then use shapes to draw the quadrants and Low, Mod, High labels in the chart. Sit the chart on top of the shapes and set the chart fill to 'none' so you can see them through the chart.
It's not really a chart, but a combination of elements to draw your SWOT analysis.
Note: the PDF attachment doesn't match the values i.e. Harry Larys and Mad et Len both have Price Position of 4, but the PDF has them in different points.
