I have created text boxes within my chart that reference labels, which I've positioned at relevant data points in the chart. When new data is added or I make any change using slicers, the label will update, but the position of the label obviously does not. Is there any way to make the label dynamic to change position when the data changes?

Instead of adding your labels as text boxes, use the data labels and reference the cells containing the label for each point. You can choose this in the Format Data Labels dialog > Label Options.

I'm already using data labels as values. The text boxes are to add additional labels at certain points along the series.
The chart shows ratings by daypart in 5min intervals for 3 TV stations, SABC 1, SABC 2 and SABC3 (Series)
E.g. Horz Axis labels = Daypart 18:00 - 18:04 etc, Series value = 2.6 (SABC 1 ratings etc). I want to show the programme that starts at a specific time = Connect (and for each of the 3 stations when a new programme starts ie. at 18:30 programme changes to News on SABC 1 but SABC 2 the programme is Voetspore at 19:00.
