Cleaning chart data/Subtotal issue

Hello, I manage a referral-based veterinary hospital.  I have been struggling with this report for years which led me to this site and I am FOREVER grateful for you all!  BUT, I'm still stuck.

My goal is to measure revenue and patient count trends by referring veterinary hospital, drilling down to referring veterinarian with the ability to filter by our whole hospital, then department, then our veterinarian staff member.  

I'm not sure how it would be easiest for you all to help me BUT here is one of my issues:

One of my raw data reports gives me revenue by my staff member for each referring hospital (see attached), including patient count.  Column A shows the referring hospital and then with row 2 showing the totals for that referring hospital.  The following rows (3-18, for example) show the patient count and revenue for each of our doctors during the reported month.  The revenue adds up to the total but the patient count by staff member does not add up because some patients see more than one doctor.  

So in this example, during this month, Clinic 1 referred 22 patients but the sum of the patient count by staff member is 31.

The sheet does not allow me to outline/group it SO what I have been doing is tedious.  I'm hoping someone can show me a better way. 

Fill in Column A - double-click on the Clinic 1 cell to fill in the cells below. Crtl, down arrow and repeat (about 100 times!).  I cannot get flash-fill to work on this.

Run a power query (THANKS for teaching me this!) using only the rows that have a blank Column B to analyze the hospital totals.

Run a separate query on the same data and filter out those rows that do NOT have a blank Column B to analyze by our staff veterinarians.

Then I create power pivot tables which comes to my next concern that the charts do not let me add a calculated item (so I can include things like changes in the trend).  But I'll save this for another topic.  Unfortunately, I don't feel comfortable posting my entire data set here.  I do have a dashboard set up, it's just not giving me exactly what I want.  THANK YOU!
